Land in Nigeria is held under a governor’s leasehold system, and the key document is the Certificate of Occupancy. Governor’s consent is required to transfer an interest, and that consent process takes time. Title verification at the state land registry, conducted by an independent lawyer, is the non-negotiable first step. Documentation quality varies enormously between developments.
